These Twister cable rotators are an ingenious solution for cords and hanging decorations that refuse to lie flat against the window. The cable consists of two parts that attach to the cord. Both parts have a groove where the cord is inserted. The lower section lets you twist the cable to the right where it will then snap into position and lock in place.
